Take JIRA Dasboards to the Next Level with Traffic Lights
You can eliminate JIRA SPAM by making the dashboards so good that email notifications are not required. I feel the best way to meet your SLA while providing an 'at a glance' overview of process performance has been to create dashboards with Traffic Lights.
There are a few options out there but my current favourite is the *Free* Service Rocket - Traffic Lights

The configuration is fairly straightforward and gives you some very powerful options.
Traffic lights are associated with a field/Custom field. In most cases I like to associate the traffic light with a Date field. That way if anything is past the due date it's RED, if it is getting close it is Yellow, anything not meeting that criteria is Green.
You will also associate traffic lights with your JIRA filters. This will allow you to trigger a traffic light for when a workflow stage is complete or to further define what will trigger the traffic lights.
In one process we were able to align the traffic lights and processes with the a departments bonus (Company Scorecard) items. This actually created a culture where the users would notice that a project was falling behind and then divert resources to help with that initiative.
